History of the New Carlisle Public Library
1971 - 1997

Since 1971 the New Carlisle Public Library has
enjoyed the services of Dennis Lawson, Lynell Wolff and Stephen Boggs.
In 1981 a project was started to enlarge the
original structure. Many financing options were investigated; one being The Farmers Home
Administration. If the Trustees had chosen this option the debt would not have been paid
off until 2010. Our library was fortunate to have received a $165,000 Library Services and
Construction Act Title II grant which paid for a great deal of the expansion project. In
addition to the LSCA grant general obligation bonds totaling $370,000 were sold in July of
1984 at an interest rate of 9.81 percent. Interest rates at that time were generally 13
percent. In January of 1995 the Trustees will pay the final bond payment of @$55,000! The
building project brought the 1921 structure to meet current (1985-1986) fire and
evacuation codes and accessibility to the handicapped.
In 1997 the Library Board of
Trustees was awarded 2 grants from the State Technology fund totaling $20,000. These
grants are being used to retrospectively convert the library's manual card catalog into an
online public access catalog. The Follett Software Corporation has been awarded the
contract for the purchase of the software to run the OPAC. The conversion program should
be complete in a few years.
